I have passed all 3 levels of the CFA program and will obtain my license upon completing the required work experience. The CFA Institute encourages all statute holders to include their designations and candidates to show their participation in the CFA Program on their resumes, in accordance with the CFA Institute's Code of Ethics and Standards of Professional Conduct. This constitutes a violation of Standard VII (B) of the CFA Institute's ethical and professional standards, and the CFA Institute could sanction you for it.

Yes, if you have passed level 3 of the CFA but you are not yet a certificate holder (since you are applying for one), that would be correct.
